🕵️ Spies, diplomats and a city full of secrets! AUSTRIA is sending four Russian diplomats out of the country. The reason is SPIONAGE (espionage). In this A1 Dutch lesson, you read the news in very simple Dutch and learn about 30 new words. After that, you practise with five fun exercises. 🇦🇹🇷🇺

📌 This lesson is for beginners, expats in the Netherlands and people who are preparing for the Dutch Civic Integration Exam (inburgeringsexamen). The news is based on reporting by the Dutch public broadcaster NOS. Let’s break it down! 👇

🇷🇺 Rusland is boos.

De Amerikaanse krant The Wall Street Journal schreef in 2024 over Wenen.

In 2022 viel Rusland Oekraïne binnen. Oostenrijk vond dat fout. Maar Oostenrijk geeft geen wapens aan Oekraïne. Veel NAVO-landen doen dat wel. 🇺🇦

🇦🇹 Cultural Context: Did You Know?

📌 Vienna, the city of diplomats: Vienna is one of the four main seats of the United Nations, next to New York, Geneva and Nairobi. On top of that, the OSCE and OPEC (the Organization of the Petroleum Exporting Countries) have their headquarters there. Thousands of diplomats live in the city, and that is why intelligence services from many countries are active in Vienna.

📌 Why is Austria neutral? After the Second World War, the Allies occupied Austria for ten years. In 1955 the country became free again and promised to stay permanently neutral. Here is why that still matters: Austria is a member of the European Union, but it is NOT a member of NATO. The Netherlands, by contrast, was one of the founding members of NATO in 1949.

📌 What does “persona non grata” mean? When a country expels a diplomat, the official term is persona non grata (Latin for “unwelcome person”). Diplomats have immunity, so the host country cannot put them in prison. Expelling them is the strongest step it can take. The other country almost always answers with the same step, just as Russia now promises.

📌 Vocabulary tip: The Dutch word Buitenlandse Zaken literally means “outside-country affairs”. The Netherlands also has a Ministry of Buitenlandse Zaken, in The Hague. Dutch speakers often shorten it to BuZa. You will hear this word often in Dutch news on NOS.

✅ Antwoorden (Answer Key)

🇬🇧 Translation of the News into English

Austria is expelling four Russian diplomats. They must leave the country. The Austrian Ministry of Foreign Affairs thinks they are spying. The ministry does not say it directly. It calls their work “incompatible with their diplomatic status”. That means: espionage.

Three Russians work at the Russian embassy in Vienna. The fourth man works for the OSCE. That is an international organisation for security and cooperation in Europe. The OSCE has existed since 1973. Its headquarters is also in Vienna.

Russia is angry. The Russian Ministry of Foreign Affairs says a reaction will “inevitably” come. That means: certainly. Perhaps Austrian diplomats will then have to leave Russia.

Vienna: a city full of spies. Vienna is the capital of Austria. After the Second World War, many international organisations came to Vienna. That is why many spies come there too. They sometimes work as diplomats. That is their cover. The American newspaper The Wall Street Journal wrote about Vienna in 2024. According to the newspaper, Vienna is the “capital of Russian espionage”.

A spy network. In May, a former employee of the Austrian secret service got four years in prison. He spied for Russia. An Austrian businessman is also part of this network. He probably fled to Russia.

Austria and Russia. During the Cold War, Austria was neutral. The country chose no side between NATO and the Soviet Union. For a long time, Austria had a special bond with Russia. In 2022, Russia invaded Ukraine. Austria thought that was wrong. But Austria does not give weapons to Ukraine. Many NATO countries do.
